It always made me rapidly grow the population just to unlock areas I wanted only to destroy it all and rebuild later correctly.
I've always hated being limited by the squares when I played normally.
Only thing I do is use 81 tiles mod to unlock the whole map from the start (either 25 or 81 tiles). Ive more recently started playing without unlimited money or any progression. I played for a while on with everything unlocked and unlimited money so I had creative freedom but I found that overtime it made the game boring having none of the limitations and trying to build everything perfect from the beginning.
